On 30 July 2025, the Official Journal of the European Union published seven new implementing acts to the eIDAS 2 Regulation. These acts will enter into force on 19 August 2025.
The acts cover the following areas:
- Reference standards for the verification of the identity and attributes of the person to whom a qualified certificate or qualified electronic attestation of attributes is to be issued (CIR 2025/1566).
2. Management of remote qualified electronic signature creation devices and remote qualified electronic seal creation devices as qualified trust services (CIR 2025/1567).
3. Procedural arrangements for peer reviews of electronic identification schemes and cooperation within the Cooperation Group (CIR 2025/1568).
4. Qualified electronic attestations of attributes issued by or on behalf of a public sector body responsible for an authentic source (CIR 2025/1569).
5. Notification of information on certified qualified electronic signature creation devices and certified qualified electronic seal creation devices (CIR 2025/1570).
6. Formats and procedures for annual reports by supervisory bodies (CIR 2025/1571).
7. Format and procedures for notification of intention and verification regarding the initiation of qualified trust services (CIR 2025/1572).
The publication of the missing implementing acts from the third batch is planned for September 2025. They will cover issues such as:
- qualified certificates for electronic signatures/seals,
- validation of signatures and seals (qualified and advanced),
- qualified validation services,
- qualified maintenance services for signatures/seals,
- qualified time stamps,
- qualified electronic registered delivery services.
