7 new eIDAS 2 implementing acts in the Official Journal of the European Union

On 30 July 2025, the Official Journal of the European Union published seven new implementing acts to the eIDAS 2 Regulation. These acts will enter into force on 19 August 2025.  

The acts cover the following areas:  

  1. Reference standards for the verification of the identity and attributes of the person to whom a qualified certificate or qualified electronic attestation of attributes is to be issued (CIR 2025/1566).

       3. Procedural arrangements for peer reviews of electronic identification schemes and cooperation within the Cooperation Group (CIR 2025/1568).

The publication of the missing implementing acts from the third batch is planned for September 2025. They will cover issues such as: 
 

  • qualified certificates for electronic signatures/seals,  
  • validation of signatures and seals (qualified and advanced),  
  • qualified validation services,  
  • qualified maintenance services for signatures/seals,  
  • qualified time stamps,  
  • qualified electronic registered delivery services.
