On 21 February 2026, the Minister of Digital Affairs established a working group for the implementation and development of the qualified electronic registered delivery service.
The most important change is that, for the first time, public administration representatives, the regulator, the designated operator, and qualified e-Delivery service providers will collaborate within a single forum. What does this mean? It moves away from a dispersed consultation model with key stakeholders and opens a dialogue forum for the entire ecosystem.
Until now, the needs of public and commercial entities were often analyzed in separate bodies. The new format integrates these perspectives, which can accelerate decision-making, unify standards, and reduce interpretational discrepancies.
Entities represented in the Working Group for the Implementation and Development of the Qualified Electronic Registered Delivery Service
The working group includes representatives from:
The Ministry of Digital Affairs (chaired by the Director of the Department of Digital Transformation),
The Central IT Centre,
The Ministry of Development and Technology,
Poczta Polska S.A.,
The Office of Electronic Communications,
Qualified providers of the electronic registered delivery service.
The inclusion of qualified service providers is a significant breakthrough – for the first time, they have been formally involved in the permanent mechanism for shaping the development directions of the service. Experts providing the necessary knowledge to improve the functioning of e-Delivery services will also participate in the group’s work.
Why this matters?
This is important for several reasons:
A single space for solution development – ending parallel, separate consultation tracks.
Better alignment of regulation with market practice – providers bring operational and technological experience.
Interoperability consistency – jointly setting standards reduces the risk of system fragmentation.
Faster response to implementation challenges – administration and the market can coordinate positions in real time.
The group is scheduled to meet at least once every two months, including remotely or in a hybrid format, and its decisions will be made through consensus. In practice, this represents an attempt to build a co-governance model for the development of e-Delivery in Poland.
This is a step toward a more partnership-based approach to the country’s digital infrastructure, with administration and the market working together within a single, unified mechanism. We have been advocating for such an approach for some time, and we are pleased that the decision to establish the group has been made. The key now is for it to act effectively and practically. The first meeting will take place soon.
