New Digital Package of the European Commission: European Business Wallet
On 19 November 2025, the European Commission presented a new Digital Package.
The Commission’s Digital Package is designed to help EU businesses innovate, scale their operations, and reduce administrative costs. A key element of the package is a document containing a proposal for a regulation establishing European Business Wallets (EBW).
European Business Wallets are digital tools that will enable companies of all sizes to interact and communicate securely with public authorities and other businesses across the EU.
The proposal aims to reduce bureaucracy and compliance costs by creating a secure, interoperable digital tool for identification, authentication, signing, and exchanging documents with full legal effect across the EU.
The regulation establishes the framework for Business Wallets, including:
- their core functionalities
- technical requirements
- and oversight mechanisms
building on the European Digital Identity Framework system. The technical architecture and features for the European Business Wallets will build on the one for the EU Digital Identity Wallets.
The implementation plan includes the creation of a European Digital Catalogue and the use of the European Unique Identifier (EUID) to ensure digitalisation and simplification of cross-border transactions.
