New update. ETSI TS 119 461: Standard for Identity Proofing under eIDAS 2.0

The European Telecommunications Standards Institute (ETSI) has recently updated the TS 119 461 standard to align with the requirements of the new EU Digital Identity Framework.

This revised version plays a crucial role in harmonizing identity and attribute verification processes in compliance with the amended eIDAS Regulation. Key updates in ETSI TS 119 461 

The updated standard brings several important changes to reinforce security, improve compliance, and enhance remote identity-proofing mechanisms: 

  • Extended Level of Identity Proofing (LoIP). A new, higher security level has been introduced to meet the stricter identity-proofing requirements outlined in eIDAS 2.0. This Extended LoIP ensures stronger identity verification controls, reducing fraud risks and improving regulatory compliance. 
  • Enhanced Requirements for Remote Identity Proofing. As online identity verification becomes increasingly common, the updated standard expands security controls for both:
    • Attended remote identity proofing (with an operator assisting the process). 
    • Unattended remote identity proofing (fully automated verification). 

    These new requirements introduce stricter validation mechanisms to enhance the reliability and security of remote identity verification processes. 

  • Support for Substantial Level of Assurance (LoA) Existing electronic identification solutions classified under LoA Substantial remain valid. However, they must now include additional security measures to enhance reliability and compliance with the updated regulation. 
  • Expanded Scope for Qualified Electronic Attestations of Attributes (QEAA). The updated standard extends its requirements to cover the issuance and use of Qualified Electronic Attestations of Attributes (QEA) in identity proofing processes, strengthening trust in electronic identity verification across multiple sectors. 

Who needs to comply with TS 119 461? 

The revised TS 119 461 standard is relevant for multiple stakeholders involved in digital identity verification and trust services:

  •  Identity Proofing Providers – Organizations responsible for verifying individuals’ identities in compliance with eIDAS requirements. 
  •  Trust Service Providers (TSPs) – Entities issuing electronic certificates and Qualified Electronic Attestations of Attributes (QEAA).
  • (Optionally) Financial Institutions & Banks – Organizations handling KYC (Know Your Customer) processes, where strong identity verification mechanisms are essential. 

    With the 2026 deadline for re-certification for Qualified Trust Service Providers, organizations falling under these categories must take proactive steps to ensure compliance with ETSI TS 119 461.
